No signs of any coverage, even after trying to layer

pacificabeauty.com/So I like a light coverage, just a tinted moisturizer or the like, I thought that was what I was purchasing, but even after trying to layer it, there is no sign of any coverage. I don't have acne or anything, but I have some freckles and spots I just like to tone down a bit and this does nothing for it, and since there isn't even any SPF, this seems a complete waste of time and money.

It's absolutely perfect and I've tried to find something else like it. There is nothing.
